Lic. Jose Murat Casab
Governor of the State of Oaxaca
Palace of Government
68000 C.P. Oaxaca
Oaxaca,

29 of September 2004

Very dear Mr. Gobernador:

I found out that the 14 of September of 2004 police of Oaxaca have evacuated the CIPO-RFM long wait faces in front of of the Palace of Government and the Santo Domingo temple in Oaxaca.
14 members of CIPO-RFM were prisoners, only one part of them has been left in freedom meanwhile. The organization wanted to pronounce itself in pacific form by evident demands in a State of right. The measures of repression used by the government seem desmedidas towards means of pacific resistance of the affected ones. There is no legitimation to use toletes, tear gases, deafening pumps and water pipes nor to mistreat the prisoners. All group has the fundamental right of
to pronounce itself peacefully.

I have been knowing the work CIPO-RFM for years. In May of the members of the organizing meeting, Dolores Villalobos Cuamatzi, was in Hamburg and presented/displayed the fight of CIPO-RFM in several conferences and seminaries. Support the requests of CIPO-RFM by the reconstruction and frees association of the indigenous towns.

I request the immediate release of the following prisoners of the CIPO-RFM:
Dolores Villalobos Cuamatzi
Brown Miguel Cross
Reynaldo Fair Hernandez
Gumaro Lopez Alvaréz
Daisy Garci'a Garci'a
Hipólito Rodriguez Soriano
Jose Cross Cross

Hoping that to me he maintains informed on the pursuit into this case, he salutes to him kindly

Prof. H. Ihmig
